
The Larcenia J. Bullard Plaza is more than a building — it’s a celebration of a woman whose life’s work was dedicated to service, community, and opportunity. Senator Larcenia J. Bullard (July 21, 1947 – March 16, 2013) devoted decades of her life to public service, leaving a lasting mark on South Florida and beyond.
Born in Allendale, South Carolina, she moved to Florida in 1980 and quickly became a champion for her community. In 1992, she made history as the first woman elected to represent District 118 in the Florida House of Representatives, where she served until 2000. Two years later, she was elected to the Florida State Senate, representing District 39, which included parts of Miami-Dade, Monroe, Palm Beach, Hendry, and Collier counties.
Throughout her career, Senator Bullard worked tirelessly to strengthen communities, expand educational opportunities, and promote fairness for all. After Hurricane Andrew, she played a vital role in helping southern Miami-Dade County rebuild, always standing shoulder to shoulder with her neighbors. Fittingly, she spent most of her adult life—and every year of her public service—just one block from the site where Bullard Plaza now stands.
Developed as part of Miami-Dade County’s Building Better Communities General Obligation Bond Program, this two-story, 14,000-square-foot Plaza was created to reflect the values Senator Bullard lived by. It serves as a multi-use civic and community hub—a place for entrepreneurship, cultural expression, civic connection, and economic opportunity.
Every part of the Plaza was designed with community in mind. From supporting local businesses to hosting cultural gatherings, it stands as a beacon of growth and togetherness—carrying forward Senator Bullard’s legacy of love, leadership, and lifelong dedication to the people of Richmond Heights.
